Fatwa of the Committee for Ijtihad and Fatwa of the International Union of Muslim Scholars regarding

“The Continued Aggression on Gaza and the Termination of the Truce”

Dated 28th Ramadan 1446 AH / 28th March 2025 CE


بسم الله الرحمن الرحيم

All praise is due to Allah,  the One who humiliates the aggressors, supports the oppressed, strengthens the mujahideen, is the Guardian of His believing servants, the Protector of His righteous allies, the Eradicator of the tyrannical oppressors, and the One who chooses the martyrs from among the Muslims. May peace and blessings be upon the leader of the mujahideen, the mercy to all worlds, and upon his family and all his companions. To proceed:

The Committee for Ijtihad and Fatwa of the International Union of Muslim Scholars is following, with hearts writhing in pain, the continued brutal aggression against our people in Gaza. Since the beginning of the assault, the number of martyrs has exceeded 50,000. The occupying entity has violated the ceasefire agreement as is its custom in breaking covenants and treaties with Allah, His messengers, and humanity. It has resumed its systematic campaign of genocide against our brothers in Gaza, with direct support from the United States government, which continues to supply the Zionist aggression with deadly bombs and destructive weaponry, all in the midst of Arab silence and betrayal by the Islamic world.

Indeed, we in the Committee for Ijtihad and Fatwa of the International Union of Muslim Scholars hereby clarify the Islamic legal rulings related to this grave calamity, in light of the ongoing brutal Zionist aggression, in fulfillment of the trust that Allah has placed upon the scholars. The rulings are as follows:


First:

As a continuation of all our previous and detailed fatwas issued since the beginning of the genocidal war and in affirmation thereof, we hereby clarify to all Muslims and their nations that it is obligatory to wage jihad against the Zionist entity and all those collaborating with it on the occupied land in the extermination of our people in Gaza, including mercenaries and soldiers from any country. This must be done through military intervention, the supply of weapons to the mujahideen, the provision of military expertise, and the sharing of intelligence information. This obligation is, first and foremost, incumbent upon the people of Palestine, followed by neighboring countries (Egypt, Jordan, and Lebanon), and then upon all Arab and Islamic nations.

The obligation of jihad against the occupation in Palestine is upon every able Muslim throughout the Islamic world. The Committee for Ijtihad and Fatwa of the Union affirms that it is a legal and religious duty upon the governments of our countries to intervene immediately, whether militarily, economically, or politically, in order to stop this genocide and total destruction, in accordance with the authority and responsibility they hold.

Indeed, the failure of Arab and Islamic governments to support Gaza while it is being annihilated is considered by Islamic law as a major crime against our oppressed brothers in Gaza. Allah the Exalted says:

“And what is [the matter] with you that you do not fight in the cause of Allah and for the oppressed among men, women, and children?” [Surah An-Nisa, 4:75]

This negligence is also deemed a betrayal of the trust of leadership, and Allah the Exalted says:

“O you who have believed, do not betray Allah and the Messenger or betray your trusts while you know [the consequence].” [Surah Al-Anfal, 8:27]


Second:

It is prohibited to provide any form of support to the disbelieving enemy in its extermination of the Muslims in Gaza, regardless of the nature of that support. It is forbidden to sell them weapons or to facilitate the transport of such weapons through ports or international passageways such as the Suez Canal, Bab al-Mandab, the Strait of Hormuz, or any land, sea, or air route. The Committee also issues a fatwa that it is obligatory to impose an aerial, land, and naval blockade on the occupying enemy, in support of our brothers in Gaza.


Third: The Committee issues a fatwa that it is prohibited to supply the Zionist entity with petroleum, gas, or any goods that aid it in its war against our people. It is also forbidden to provide them with food and drink while the children of Gaza are dying from hunger. Whoever does this out of love for the disbelieving Zionist enemy and with the intention of destroying the Islamic resistance is considered an apostate from Islam, and his authority over Muslims is nullified.
If he does so out of greed for profit or similar motives, then he has committed one of the gravest major sins and is in great danger. These actions fall under the category of alliance and support for the enemy, which is strictly prohibited by Islamic law, as stated in the words of Allah the Exalted:

“O you who have believed, do not take the Jews and the Christians as allies. They are [in fact] allies of one another. And whoever among you allies himself with them, then indeed, he is [one] of them. Indeed, Allah does not guide the wrongdoing people.” [Surah Al-Ma'idah, 5:51]


Fourth:

The Committee issues a fatwa that it is an obligation upon the Arab and Islamic states to establish a unified military alliance to protect the lands of Islam and to defend its religion, blood, resources, political independence, and honor. This obligation is of an urgent nature and must not be delayed, due to the resulting corruption and turmoil that would spread across the earth. This is in accordance with the statement of Allah the Exalted:

“And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy.” [Surah Al-Anfal, 60]

Today’s global political landscape has no place for the weak, the divided, and the disunited. A unified military alliance among Arab and Islamic countries for deterrence and protection is what will bring security and stability to Muslims and the region, and it will also constitute a global balancing power. Allah the Exalted also said:

“And those who disbelieve are allies of one another. If you do not do the same, there will be fitnah on the earth and great corruption.” [Surah Al-Anfal, 73]


Fifth:

The Committee calls upon the Islamic countries that have treaties with the occupying entity to re-evaluate those treaties and to use them as a means of exerting pressure on the enemy.

This is because the objective of such treaties is to serve the general interest of the Muslim community. Therefore, we call for a review of these treaties, assessing their intended purpose, what the occupying enemy has committed to, and what it has violated, in order to adopt a firm stance regarding these matters.


Sixth:

The Committee reaffirms its fatwa on the obligation of financial jihad upon every capable individual. The wealthy are obligated to support the jihad with their wealth and to equip the fighters and mujahideen, not only through zakat funds, but also from their own personal wealth, in order to stop the bloodshed of their innocent brothers.

Allah the Exalted says:

“Go forth, whether light or heavy, and strive with your wealth and your lives in the cause of Allah. That is better for you, if you only knew.” [Surah At-Tawbah, 41]

The Prophet (peace be upon him) said:

“Whoever equips a warrior in the cause of Allah, then he has [the reward] of having fought. And whoever looks after the family of a warrior with goodness, then he has [the reward] of having fought.” (Agreed upon)

They must also strive to deliver financial support to the mujahideen by any means possible, and it is likewise obligatory to care for and sponsor the families of the mujahideen and the stationed fighters (murabitin), providing them with what is necessary for them to live and continue their resistance and jihad.


Seventh:

The Committee issues a fatwa declaring that normalization with the occupying Zionist entity is prohibited in all its forms and manifestations. It is a religious obligation upon the countries that have normalized relations with the entity to sever such ties, in support of the oppressed, and in light of the prohibition of allying with disbelievers against Muslims.

Allah the Exalted says:

“You see many of them allying themselves with those who disbelieve. How wretched is that which their souls have put forth for them, that Allah has become angry with them, and in the punishment they will abide eternally. And if they had believed in Allah and the Prophet and what was revealed to him, they would not have taken them as allies, but many of them are defiantly disobedient.” [Surah Al-Ma’idah, 80–81]


Eighth:

It is a religious obligation upon scholars to fulfill their duty, and not to remain silent or passive. They must speak the truth openly, declare the obligation of jihad against the occupying enemy by every possible means, and exert pressure on ruling regimes, official armies, and institutions across the Muslim world to fulfill their duties and bear their religious, historical, and civilizational responsibilities.


Ninth:

It is a religious obligation upon Muslims – both leaders and people – to boycott the Zionist entity and all those participating with it in the war of extermination. This includes political boycott, such as withdrawing ambassadors, and economic boycott, by refraining from purchasing weapons, equipment, aircraft, vehicles, and other goods from them. It also extends to cultural and academic boycott and all other forms. It is prohibited for states that are partners in companies involved in building settlements to remain in those companies. They are religiously obligated to withdraw from such companies. Moreover, it is forbidden to invest Muslim wealth in companies that are involved in constructing settlements or supporting the oppressive Zionist occupation. Such an act is a grave betrayal.


Tenth:

The Committee directs an appeal to the United States government, specifically referencing President Trump, who adopted the promise of bringing peace to Gaza during his campaign and received the support of Muslim voters on that basis.

The Committee reminds them of these promises, and calls upon Muslim communities in the United States to exert pressure on President Trump and the U.S. government by all legal and available means at their disposal.


Eleventh:

The Committee calls for the continued boycott of companies that support the occupying Zionist entity, due to the proven effectiveness of such actions.
This boycott should apply to companies from any country, whether Western or otherwise, and especially those based in countries directly involved in supporting the aggression through weapons, bombs, military equipment, or political backing.


Twelfth:

It is a religious obligation upon the Muslim masses to provide their brothers in Gaza with whatever they are able — such as medicine, food, clothing, fuel, and similar necessities. In the event that some governments in Muslim countries refuse to allow such support, then there is no obedience to any created being in disobedience to the Creator. This does not constitute rebellion against the ruler, because obedience to Allah in supporting the oppressed and aiding them takes precedence over obeying a ruler who neglects to support Muslims.


Thirteenth:

In these difficult times, it is a religious obligation to unify the ranks of the Muslims and set aside division and disputes. This is especially incumbent upon all Palestinian factions, as well as upon Arab and Islamic states and institutions, who must stand together in unity. 

This is in accordance with the statement of Allah the Exalted:

“And do not dispute with one another, lest you lose courage and your strength depart.” [Surah Al-Anfal, 46]


Fourteenth:

The Committee calls upon the entire Muslim Ummah to perform Qunoot an-Nazilah in both obligatory and voluntary prayers, whether silently or aloud, and to frequently make supplications in all circumstances for our brothers in Gaza, for indeed, supplication has a profound and powerful effect.


Fifteenth:

The Committee expresses its gratitude to the countries, institutions, communities, and individuals who have stood by the people of Gaza in their time of hardship — whether by rejecting forced displacement, offering aid and assistance, speaking the truth boldly before the world, or issuing just rulings, as seen in some international organizations and civil society bodies in both the Islamic world and the West. This also includes religious institutions, foremost among them Al-Azhar Al-Sharif. The Committee extends its thanks as well to the politicians and officials in the Western world who oppose the Zionist project and criticize their own governments’ pro-Zionist policies, including some Jewish individuals — in accordance with the saying of the Prophet (peace be upon him):

لا يشكر الله من لا يشكر الناس"

“He who does not thank people does not thank Allah.”
